This is the reason why preventing tensions is so important, sparks can never be prevented, but tension is addressable and controllable. Wise leaders don't spill there people and their nations to militarism. If there is no gun powder (tensions), sparks (events) are mostly completely harmless. Preventing tensions, by creating a world that's has less severe conflicts of interest is important. There are several well functioning examples in global history.
